Minutes of the Parish Council Meeting

held on Thursday, 21st October 2024 at 6.45pm

in Featherstone and Hilton Community Centre

 

 

Present:           F Beardsmore, R Tucker, J Smith, V Lockley, T Smitheman, M Perks and

J Brindle

1)         COUNTY COUNCILLOR’S REPORT

 

  • No matters reported.

 

2)         DISTRICT COUNCILLOR’S REPORT

 

  1. J Brindle

 

  • Commented the Battery Facility Planning Application could be called into Committee which would allow a speaker to comment at the Meeting.

 

  1. R Cope

 

  • Battery Facility Application – Applicant made three attempts to progress – Environment Officer not happy with application. Planning Officer waiting for full report from Environment Officers.  Applicant may be prepared to go to appeal.

F Beardsmore asked why will the District Council arrange for a Noise Assessment – Second assessment may be needed if application goes to appeal.

 

  • Reported potholes on drive to Doctors to Kath Perry / M Keeling.

 

  • Also requested M Keeling to mark out again the Disabled Parking space by the Chemist.

 

  • Considerable amount of litter around M54/A460 traffic island – National Highways to be notified.

 

3)         PUBLIC PARTICIPATION

 

  • Member of Public raised concerns regarding Battery Facility Planning Application, especially noise level statistics – Requested independent noise assessment. F Beardsmore said need to obtain a costing.

 

  • Brookhouse Lane to entrance onto Harvest Grove not meeting thresholds – trench along this route. Completion date extended.  Members of the Public mentioned the following:-

 

  • SCC agreed to a meeting.
  • Historical correspondence state the preservation of the hedge.
  • Road and Footpath raised height.

 

F Beardsmore commented residents have been let down by Staffordshire County Council.  At arranged meeting, need to request details of survey produced.

F Beardsmore stressed the need to obtain a paper record from Staffordshire County Council.

 

4)         POLICE MATTERS

 

  • M Perks mentioned the speed of traffic leaving the prison site and V Lockley commented the white lines need renewing at junction with New Road. The Clerk to check with Prison Management regarding these issues.

 

  • Remembrance Day

It was proposed, seconded and agreed £200.00 should be donated to produce a Buffet on Remembrance Day.

 

Resolve:         To donate £200.00 to produce a Buffet for Remembrance Day.

 

  • R Tucker referred to Facebook as it appears that serious criminal activity is occurring in the Parish.

 

  • M Perks mentioned the following:-

 

  • Police Inspectors comments regarding statistics and attendance at Parish Council Meetings.
  • Parish Summits.
  • Communication guidelines from Inspector.

 

Clerk to request a standalone meeting with Police Inspector to review issues.

 

  • J Brindle said traffic still turning right into Dark Lane.

 

  • Parish Clerk to contact Hilton Parish Council to enquire as to whether they are aware of inappropriate activity at layby on A460.

   

5)         APOLOGIES

 

Apologies for absence were received from D Randell, Z Webb, A Rowe, D Betts and        K Perry.

 

6)         MINUTES

 

            It was proposed (J Brindle), seconded (R Tucker) and agreed that the Minutes of the Parish Council Meeting held on the 12th September 2024 be approved as a true and correct record.

7)         DECLARATION OF INTEREST

 

Councillors J Brindle, R Tucker, M Perks and T Smitheman declared an interest in all matters relating to Featherstone and Hilton Community Centre.

 

 

8)         MATTERS ARISING

 

  1. Website

 

  • Councillors congratulated T Smitheman for his work on the new Website. Photographs to be taken next month for inclusion on the Website.  T Smitheman to review use of Parish email address.

 

  1. Prison Visits

 

  • Featherstone Prison visit to be arranged – R Tucker to prepare an Agenda.

 

9)         HIGHWAY MATTERS

 

  1. Meeting with Mark Keeling and K Perry

 

  • R Tucker, J Brindle, J Smith and V Lockley to meet M Keeling and K Perry at the Community Centre on Friday, 22nd October 2024 to review Highway issues.

 

  • Size of Signs at A460/New Road Traffic Lights.
  • H M Prison Signs on New Road.
  • White lining on Prison Road joining New Road.
  • Red No Parking lines at top of The Avenue.
  • Renew lineage of Disabled Parking by the Chemist.
  • Featherstone Lane One Way System.
  • Speed humps on Brookhouse Lane.
  • Cluster of potholes on Brookhouse Lane.
  • Speed Signs on East Road, Brinsford, plus traffic calming measures.

 

10)       REPORT – FEATHERSTONE AND HILTON COMMUNITY CENTRE

 

M Perks reported the following:-

 

  • Booking page on Website.
  • Received enquiries for Spring-Summer 2025.
  • Tidy Up Courtyard project.
  • Reviewing contents of cupboards.

 

  • Fire Door Quotation received.

 

11)       REPORT – FEATHERSTONE FIRST RESPONDERS

 

  • Attended six incidents.

 

12)       REPORT – HOUSING ASSOCIATION

 

  • V Lockley to check if branches cut back from Lamppost No. 4 on Hilton Road.

14)       REVIEW OF PARISH LITTER PICKERS AND PARISH HANDYMAN / GARDENER

 

  • Meeting to be arranged.

 

15)       HARVEST GROVE DEVELOPMENT

 

J Smith commented as follows:-

 

  • Football Pitch looks a mess.
  • Eleven weeks since last meeting.
  • Started work on road yesterday.
  • Work extended on Malayan Way until 15th November 2024.
  • Had been stated Malayan Way to be finished before completing roads on site.
  • F Beardsmore need to request a progress report from D Harris regarding the football pitch and the need for a further independent report. Original report produced on 18th April 2024 by Pitchpower.
  • D Harris at SSDC confirmed no further payments would be made after the £20,000 paid and would be paid to the Parish Council on condition they take on the sports pitch.

17)       PARISH MAINTENANCE

 

  • Safety Boots – Litter Picker – It was proposed, seconded and agreed to reimburse £45.00 towards the total cost of £134.91.

 

Resolved:       To reimburse £45.00 towards the total cost of £134.91.

 

The Clerk to confirm above and should there be any concerns, to inform the Chairman.

 

 

 

  • SCC School Transport – Incidents of children being left stranded and attitude of Bus Driver – Richard Rea at SCC Transport Operations requested dates of incidents.

 

  • House with half of roof on A460 – Kate Evans at SSDC Planning Enforcement has requested rectification to be undertaken under Section 215 of the Town and Country Planning Act.

 

  • Cost of small trolley for Litter Pickers – Details left with Chairman.

 

  • Community Centre Defibrillator – Clerk to ask Duane Beckett.

 

  • Play Equipment Repairs – The Clerk to enquire regarding installation of new swing seats at Featherstone and swing shackles at Brinsford.

 

  • Red, White and Blue – Need for security fencing – Send details to Environmental Health and Planning Enforcement.

 

  • Litter Waste Bins in Parish – Mark Moore (SSDC) agreed to do some anecdotal checking of bin volumes. Also requested opinion of Councillors regarding bin usage in the Parish.

 

18)       NEW PLAY EQUIPMENT

 

  • This matter was ongoing.
