1) COUNTY COUNCILLOR’S REPORT
- No matters reported.
2) DISTRICT COUNCILLOR’S REPORT
- R Cope
R Cope mentioned the following:-
- Attended Grants Seminar.
- Levelling Up.
- J Brindle
J Brindle reported on the following:-
- Local Plan Update.
- 4,100 houses for the District.
3) PUBLIC PARTICIPATION
- Resident of Featherstone Farm Lane happy if Featherstone Lane becomes One-Way. Commented his wife harassed by a Councillor on this subject.
- Battery Storage gone back to Consultation. R Cope commented Battery Storage applicant has sixteen applications in total. Application in Parish is an Outline application with details to be applied later. Need to know full details to assess application.
R Cope commented it was not acceptable that applicant has not submitted full details, and will be taking up noise levels with Environmental Officers. District Council have undertaken noise assessments on other applications so should do the same for the Featherstone application. Amendments also need to be monitored.
J Brindle said the £20,000 funding should be included in the Outline Application.
4) POLICE MATTERS
- J Brindle said he had been told our PCSO would be attending this meeting.
- F Beardsmore commented there had been a suspected shooting in South View Close and that he had not seen Police in the Parish for some time.
5) APOLOGIES
Apologies for absence were received from A Rowe and B Williams.
6) MINUTES
It was proposed (R Tucker), seconded (T Smitheman) and agreed that the Minutes of the Parish Council Meetings held on the 14th March 2024 be approved as a true and correct record.

7) DECLARATION OF INTEREST
Councillors J Brindle, T Smitheman, R Tucker and M Perks declared an interest in all matters relating to Featherstone and Hilton Community Centre. Z Webb and D Randell declared an interest in all matters relating to Featherstone Chapel.
8) MATTERS ARISING
- Website
New provider to start April 2024.
- Featherstone Lane
The Clerk to ask M Keeling for a costing to make Featherstone Lane One-Way as requested by F Beardsmore.
- Overgrown Walkways and Hedges
The Clerk to contact Martin Wallace at the Housing Association regarding the following:-
- Brookhouse Close – Wellbeing of residents – Branches on windows.
- Alleyway from Old Hall Road to Hilton Road – Totally overgrown and dangerous.
- Wooden fencing around perimeter of Play Area in need of repair.
- Lamppost No. 4 on Hilton Road – Overwhelmed by branches – light not effective.
- Prison Visits
- Oakwood Prison – 15th May 2024 – 1.00pm.
R Tucker, D Betts and A Rowe to attend. Clerk to confirm.
- David Heywood
The Clerk to confirm meeting date of 16th May 2024 – 3.30pm – Codsall Office with David Heywood.
- Bungalow – No. 8, The Avenue
The Clerk to report to SSDC that accumulation of black bags of rubbish will attract vermin and need removing.
9) HIGHWAY MATTERS
- Bollard on Corner of South Crescent and The Avenue
- It was reported the Bollard had been removed.
- M54/A460 Traffic Island
- Councillors reviewed options of how to progress the outstanding matter of the dangerous condition of the road surface of the A54/A460 Traffic Island.
It was proposed (J Brindle) to get in contact with the Express and Star now with details of the issue. Proposition failed. It was proposed to wait two weeks and if no progress regarding a date for repairs to the M54/A460 Traffic Island, then to take the matter to the Media.
Resolved: To take the issue of no repairs/improvements to M54/A460 road surface to the Media if no date given by SCC Highways.
- Road from Featherstone Farm to Kings Repose
- The Clerk to contact C Larvin regarding overgrown sides of road, making route very narrow.
- Malayan Way Sign
- The Clerk to notify C Larvin the Malayan Way sign pushed over.
- HM Prison Signs on New Road
- The Clerk to notify SSDC that the HM Prison signs need to be reinstated.
- Pothole Outside 18 East Road, Brinsford
- The Clerk to enquire regarding progress to repair this pothole.
10) REPORT – FEATHERSTONE AND HILTON COMMUNITY CENTRE
M Perks reported the following:-
- Water coming through roof of Main Hall – Lead removed from roof area – Local Roofer to review damage.
- Kitchen improvements.
- Electrician reviewed electrical wiring – Need some improvements to be undertaken.
- Heating in Centre to be turned off in near future.
11) REPORT – FEATHERSTONE FIRST RESPONDERS
- Attended five incidents.
12) REPORT – HOUSING ASSOCIATION
Daily Mail
The Chairman, F Beardsmore, commented on an article in the Daily Mail regarding Featherstone mentioning the following:-
- Reporter obtained quotes from some people focusing on critical comment.
- Need to review the following:-
- Waste on Brookhouse Lane.
- Concerns of residents on Hilton Road.
- Half roof area of house.
- Drug distribution.
- Policing in Parish.
- Need a Public Meeting which needs to be structured.
- R Cope reported Protection Orders issued regarding Brookhouse Lane area. Also confirmed Bus Shelter fire in Shareshill not Featherstone.
- M Perks confirmed I Harvey had made a great response to the article in the paper.
- R Tucker commented one person should deal with the Press.
- F Beardsmore said there is a problem with Dog Fouling – The Clerk circulated a schedule of waste bins which had been prepared by D Randell.
- Public Meeting – Police, SCC, Housing Association and District Council should be involved.
- The Clerk to contact Jackie Smith at South Staffordshire Council.
13) PLANNING
- No Applications received.

Enforcement Notice issued.

14) HARVEST GROVE DEVELOPMENT
- J Smith gave an update mentioning the following:-
- Contractor back on site.
- Highways to start work at the end of May 2024.
- Three months to complete work.
- Detail concerns to D Heywood.
- No reply received from Gavin Williamson M.P.
- R Cope commented not receiving replies from Dale Arthur, although Kelly Harris does reply.
- R Tucker commented the junction of Brookhouse Lane and Malayan Way is an absolute disgrace.

17) PARISH MAINTENANCE
- Brinsford Play Area
- The Clerk reported he had received a quotation from Redlynch Leisure to overlay the existing surface with high quality rubber. The Clerk also confirmed he was obtaining a second quotation plus enquiring with SSDC regarding grant options.

- No matters discussed.
